The Dutch Government is considering a change in the law that would see downloading from P2Ps classified as an illegal act for the first time.

Currently Dutch consumers are allowed to copy music and movies if it for personal use but only the uploading of such content to P2P networks or torrent sites is illegal.

Ars Technica reports, ?Downloading unauthorized music and movies would become illegal under the new plan, but in return, citizens get some new benefits: no more levies on MP3 players and blank CDs, a new 'fair use right', and a pledge that the government won't pursue 'criminalization' of end users.?

The proposed legislative changes were outlined by justice and security minister Fred Teeven.

He stated, however, that any new measures would not include a 'three strikes' policy to disconnect persistent infringers. The Government plans to block access to services that exist outside its borders, using current Dutch law to tackle any P2P or torrent sites based in the country.

The moves have been welcomed by Dutch anti-piracy body BREIN.

Teeven's proposals also include making collection societies more accountable to artists and ensuring that single European licences for digital services easier to secure compared to the current country-by-country licensing model.
